Principles and Statutes of the USI – AIT

PRINCIPLES

1. The USI adheres to the AIT (International Workers Association (AIT-IWA)

2. The USI is the national organistion of all salaried workers, pensioners, (precario – temporary employment) temporary workers, unemployed, of every sex and nationality resident in Italy that (proporsi – to intend) intends to achieve with our own strengths the emancipation of man liberating ourselves from whatever domination, economic, political, moral.

3. The USI has as its aim to substitute for the present authoritarian and capitalist society, federalist organisation and rational production and distribution, for the struggle between men, human solidarity.

4. While it holds to the socialisation of the means of production and of exchange, to the abolition of the state and of dogma, the USI (adoperarsi – to strive) strives to realise for all workers those immediate material and moral improvements: reduction of the working day, increase in the power of acquisition, respect and hygiene in the workplace and how ever other proper ? of strength ? it from time and from place.

5. The USI is autonomous. It is not a tributary of any political party, specific, philosophical or religious movement, and it refuses to follow anyone in actions not agreed, it refuses every permanent alliance. The USI only employs/uses limited and well defined deeds and actions; Therefore whatever member that leaves to carry political candidacy or public power will automatically cease to belong to the USI.

6. The USI combats the hierarchy of salaries and pay, creating disunity between workers; it does not recognise the scale of merit(worth), because (oltre a – except, apart from) apart from being an artificial creation, it cannot exist than in a society founded on the antagonism of the interests.

7. The organic structure and the functioning of the USI are of federalist type, contrary to every bureaucractic and corporative centralisation.

8. In the case in which the influx of heterogenous elements takes place and a majority vote of deviationist scope from the original character of the USI, this is automatically dissolved and it is intended to reconsitute immediately according to the norms and the spirit of ? principles with exclusive right to all social capital.

9. Whenever a local or categorial organised structure must dissolve, its social capital will devolve to the USI and if the USI must dissolve, its social capital will devolve to the AIT.

10. The ? principles can be modified only at the national Congress, provided that this does not signify a derogation from the informed spirit of the USI.

11. The delegates of the organisational duties for the functioning of the USI, freely elected from the organisations, carrying out their mandate performing from time to time the deliberations of the assemblies.

12. The bodies of the USI (sectional, sector, local, provincial, regional, national) are executive?, whilst the assemblies of sections and of categories, of the local and regional bodies are deliberative (decision making). At national level the National Congress is deliberative and, in the cases provided in the statutes, the Committee of Delegates.

13. Every commission or delegate is an executive body of the assembly that nominates it and carries out only those duties in which it is mandated.

14. The members of the Executive Commission are elected directly from the organisations through the congress, which can substitute them every time they consider it opportune.

15. The Executive Commission participates, through the responsibility to the press, to the editiorial of the national journal of the USI.

16. The Congress of the USI, that takes place every 3 years, is organised by the Executive Commission in exeuctive function of the deliberations of the local, sectional and categorial assemblies.

17. The National Congress can be otherwiswe convened extraordinarily every such time requested by the majority of the members, ? ? of point 16.

18. The USI draws financial means from the membership.

19. The social capital of the USI serves exclusively for union activities.

STATUTES

ART. 1 - The Italian Syndicalist Union has aims to unite in a national organisation all workers of ? the sexes and of every nationality that proposes to ? with its proper(own) strengths the integral? Emanicipation from the privilege of Capital until the elimination of every form of exploitation? And of oppression by man on man. The USI is ? to the historical tradition of revolutionary syndicalism and self management and is ? as alternative of class and organisation of all the exploited, the marginalised, the oppressed.

ART. 2 -The organisational structure of the USI is based on the libertarian federalist system, against every bureaucratic and corporative centralisation, on assemblyism, on self-management as well as on the solidarity intercategorial as internal usual procedure that in the struggle that the Union develops and in the society that it intends to contsruct, society based on the complete emancipation of every individual.

ART. 3 - The union action that the USI ? and ? is the class struggle against whatever exploitation. Every time it is necessary, to confront to social and economic problems, the USI is assumed full responsibility of the union action approved through free assemblies of the members.

ART. 4 - None of the members can start? to introduce in the USI the political party that professes and asserts itself and a ? or religious ?.

ART. 5 - They compose the USI: all the members, the local intercategorial unions, the self-managed ? unions and/or territories of categories, the provincial federations and intercategorial regions and the national unions of categories, with their ?, that accept the present statutes, whose activities are ? ? ? freely electing from the assemblies.

ART. 6 - Duties of the local unions and of the regional and provincial federations at intercategorial level are:

a)to ? the correspondence with the National Secretariat of the USI
b)to ? and to ? the ? of of the national fund
c)to receive and to make known to members the communications and activities of the USI

The local unions and the regional and provincial federations each elect a secretariat that represents the USI at local, provincial and regional level at all union effects, contracts and of law, ? to the ? duties.

ART. 7 - In all the categories of production and exchange, in the public or private sector, unions of categories, sectors and ? can be constituted at national leval by means of free assemblies of the members of the USI. The assembly constituting the national union elects its own internal at least 5 ? signatories to the constitutive act.

Every union is autonomous in its functioning:

a) it co-ordinates one’s activities and organisations with those of the local unions and of the intercategorial provincial and regional federations of the USI.

b) it provides ? propaganda between workers.

c) it gives life in general to the movement of its ? that has national relevance and assists those at local level.

d) it nominates its delegation for the Committee of Delegates

e) it articulates on the national territory ? and/or terrorial, provincial and regional federations.

f) In the ambit of the sectors of the ? and of the categories of proper exclusive competence, it participates in the ?, ? and sings collective contracts only after that these have already been underwritten at level ? approved ? of assembly or referendum.

g) it nominates its proper secretariat with the duties of union, contractual and legal representation.

h) ? and ? the dues of ? to the national fund.

All the members of the national unions of sector, of compartment and of categories are of right members of the USI and they have the right to participate in the life and activities of the local union and of the regional and provincial federations at intercategorial level.

ART. 8 - The deliberative bodies of the USI are:

1) congress,
2) the Committee of Delegates.

The congress is convened normally every 3 years, in the period and in the place set by the Committee of Delegates at least 6 months before the date of convening. The national secretariat is held to deliver to all the intercategorial structures and to the national unions the reports and the balances (finances) at least 4 months before the congress.

ART. 9 - The powers of the congress are:

a) to review, modify or ? the statutes of the USI, when it holds it necessary, with the vote ? of at least 3 quarters of the delegates present.

b) ? the general strategy of the organisation ? at the general moment that we live

c) to set the general communal objectives on which ?

d) to nominate the national secretariat and the executive commissions and the elect the editors of the official USI publication.

ART. 10 - The Committee of Delegates is a body composed of express delegates from all the local unions and current category, sector and compartment unions beyond? that from the representatives/delegates of the executive commission and of the national secretariat.

The Committee of Delegates has the following duties:

a) to ? the functioning of the national secretary.
b) to convene ordinary and extraordinary congresses, ? the date, the place and the agenda (order of the day).

c) to come to a decision (to decide) ? ? to the fact that they ? an urgent or immediate action, always in the limits of the political/union strategy expressed by the USI through the congresses; such decisions/deliberations must be successively ratified by the local structures.

d) to provisionally decide on the eventual ? of federative pacts and/or alliances with union and social associations of national character; such decisions must by ratified at congress.

ART. 11 - The Committee of Delegates meet normally every 6 months; ? extraordinary all the votes that they hold it necessary ? the national secretariat and the executive commission.

ART. 12 - The executive body of the USI is the executive commission, composed of members elected from congress.

The duties of the executive commission are:

a)to hold the ? with the terratorial structures and the national unions

b)to publish the national internal bulletin and ? the distribution.

c)to hold the administrative ?

d)To manage/generate reports with the AIT and with the sections of the International

e)To ? the convening of the Committee of Delegates.

The persons responsible (delegates) for the editorial of the official USI publication are members of the executive commission.

ART.13 - The executive commission is composed of

a)on or more delegates of the national fund
b)one or more delegates of the international relations
c)one or more delegates of the editors of the official publication of the USI
d)one or more organisational delegates
e)one or more delegates of the internal bulletin

elected nominatively(?) from congress.

ART.14 - The national secretariat is composed of the national general secretary and of the vice-secretary elected by congress. The general secretary of the USI has exclusive duties of representation of the organisation, to operate for the unity of the same, can give ? to the members, is directly responsible for the USI official publication and ?, together with the executive commission, the internal and external co-ordination of the Union. The national general secretary has the representation to every effect of law and contract of the USI with the ? for the same to delegate to the vice-secretary.

ART.15 - The USI makes confrontation to the ? ? in its functioning throught:

a) the ? for every single member in an annual obligatory minimum contribution which ? is ? from congress.

b) the acquisition of extraordinary voluntary contributions approved by the Committee of Delegates

d)the acquisition of ? and of donations.

The ? of ? and of union contributinos are decided by congress. The obligatory minimum contribution established by congress to sustain the organisation in the national and international ? will have to be paid ? the 30th April in the successive year at that which ?. The members and the unions are obliged to ? the dues ? in the previous terms, excepts particular cases that have ? by the committee of delegates.

ART.16 - For the development of the USI, it is made invited? To the organisations and to the members to sustaion the official publication.

ART.17 - The USI makes proper the principle of rotation of delegates. Every position is elected and ? by free assemby of the members. The delegates of organisational duties for the functioning of the USI carry out their mandate following? time to time the decisions of the assemblies.

ART.18 - The functioning of the USI is sustained principally by the voluntary commitment of the members. The Union is ? that such commitment carries out an invaluable social function for the achievement and the defence of a society that guarantees the full development of man in justice and liberty. ? the USI is to syndicalism of ? and is ? ? all the workers are self-managed the full utilization of union rights.
